Possible out-of-state transfer question

As the title says, I’m hoping to be an out-of-state transfer. Rutger NB business school has been a top uni of mine I’d like to attend starting in the fall 2018 semester. I’ll have my associates degree from a CC in Florida and currently, a 3.4 GPA (should be 3.5 by the time I apply). I am president of an on campus political organization and a member of a business club. I was curious if a 3.5 would be enough to get accepted. If not, other than raising my GPA, what could I do to make my application more desirable? I should also add I haven’t taken the ACT or SAT and seen it isn’t necessary.
