Possible Spring Transfer? Please help!

Hi, So fall of 2010 when I was applying to colleges the only major I was considering was Education. So I only considered applying to state schools. I commited to Lock Haven University for fall of 2011, but 2 months ago I changed my major to Politcal Sciene, no longer wishing to pursue the major of Education. I really want to apply to Penn State UP for the spring semester of 2012. However, I have a few concerns that I am having trouble finding the answers to.

-The transfer page on PSU's main website says that UP transfers must have 2 years of college learning complete before applying to tranfser. However, it says students under 17 credits may apply as new students in the Spring. If I chose to do this will I lose all my previous credits earned this semester from LHU?

-Also, If for some reason I would have over 17 credits my first semester (lets say 18), would I have to complete 2 years of college before transfering?

PLEASE HELP!!! Trying to get this down early if I'm gonna apply for the spring semester, I really want to attend Penn State UP! Thank you!

I think your best bet would be to call the Penn State admissions office and speak directly with an admissions counselor.
