I'm going into my sophomore year at a large public university and considering a junior transfer to a smaller school with a more stable Russian program. Obviously, I'd like to study abroad at some point in a Russian-speaking place. Has anyone heard of junior transfers being able to go abroad? It seems like there just wouldn't be enough time.

You’re right, most schools it’s not possible because of residency requirements. Talk directly with the study abroad office at the prospective school. Some schools run programs abroad that technically count like campus credit hours. Other schools may allow you to do a summer program abroad.
