This question doesn't pertain to me, but I'm asking more out of curiosity because a good friend of mine has come into this slight predicament.
Background:
He applied to William and Mary on early decision and was accepted. At the time, he thought it was his dream school, but soon realized what sort of degree he wanted to pursue: a Russian Studies minor. He's a total history buff, has basically read every book in Barnes and Noble on Russian history, and has discovered that William and Mary offers no such degree program.

Also, he found that Virginia Tech does have the history program, (not just a culture and language program that WM offers) he's looking for, and wants to transfer as soon as possible.

He's a brilliant guy, has stellar test scores, was fifth in a class of over 550 students, and would have no problem being admitted to Tech.

However, is it even possible to transfer after one semester of freshman year, as he wants to do?

Just looking at the WM website, your friend could do a history major focusing on Russia and the minor in Russian culture or he could design his Russian studies major.
