Postponed Decision?

My decision was postponed until the University I am applying to gets my 2nd semester grades.

I am a freshman with 14 credits at the time of applying. I will have 29 credits at the end of the year with an additional 4 credits from an AP Exam (4).

My first semester in college was a 3.6 gpa deans list.
My high school gpa is about 40th percent tile for the school with my SAT score being around 20th percent tile. I am certain it is my high school stats that are holding me back.

How does a postponed decision generally work? Does a significant portion of postponed students generally get accepted?

Is there anything at this point I should/can do to better my chances? I am hoping if I am 3.5+ deans list again I will be a given to be accepted.
