Prescreen before submitting application

Most of the universities that require pre-screens seem to want prospective students to submit their application first or in conjunction with their prescreen. The less common route is encouraging prospective students to submit the prescreen first, wait to learn the outcome of the prescreen before moving forward with the application; I know that Otterbein University does the latter; which other universities, colleges or conservatories also do this?

University of Miami has an optional pre-screen that, if sent in, should be sent prior to submitting the application.

For Syracuse and Emerson you submit the pre-screen first, wait for the result and then apply

Temple and Western Michigan do also, I believe.
