DS was just awarded a small local tuition only grant for 4 years. I think I’ve read that he could apply this to his tuition first and then use the rest of presidential scholarship to pay for some housing/fees. Is that correct? We don’t want to cheat but we don’t want to leave any money on the table either(can’t afford to).

That is correct. The UA scholarship is worded to be “value of tuition,” not that it has to pay tuition.
Also know that depending on the size of the award, you may have to declare it as income on taxes - room and board are not considered allowable educational expenses, so if you are using any portion of the award to pay for room and board, then that amount is taxable income. But paying the taxes on a portion of the award, is still a savings over paying for the expenses.
