Prestigious LAC vs Prestigious In-State for Econ/Gov

The OP is giving us a lot of information in piecemeal fashion, but over the space of several posts, he or she has said the cost of attending Texas undergrad is $20,000 exclusive of tuition (you are correct - he did say Texas tuition was $0.) Elsewhere, they have said the potential parental contribution is ~$8,000. That still leaves a gap of 12k a year the OP is going to have to finance on their own just to attend his home state flagship university.

So, a lot depends on how much the OP can earn in the summer and/or in work-study jobs to mitigate their total loan debt which could be as low as $16k or as high as $30k after four years at their flagship state u. Will Texas subsidize all those glam summer internships that are very prestigious but pay no money? Something else to consider.
