I am currently looking for schools with pretty campuses where I would be up for a full ride. I am looking at these schools as safeties. I plan on majoring in political science or economics. Here is a short list of my stats and ECs. You can look at my other posts for a more detailed list.
UWGPA: 4.0
WGPA: Somewhere around 4.5
Class Rank: 1 of 220ish
ACT: 32 C (29 M, 28 S, 34 E, 36 R) Retaking it, should get it up to a 33 or 34
AP Scores
5: European History, Human Geography, Psych
4: Stats, Lang
ECs
Eagle Scout
Theatre (numerous lead and supporting roles)
Internship with Mayor of San Diego
Writer for blog about politics
Academic League Captain and set 2 school records

Full ride?  Very probably not.

              Full Ride = tuition + room + board + other expenses.  Very hard to do/find
Full Tuition is much more manageable.

              UCSC is a beautiful campus and since you are in-state, it could come in under $10K and would be a safety based on your stats if you are eligible for Cal grants and Blue&Gold Scholarship?               My son had similar vitae and is from SD.
Eagle Scout and received several local scholarships.
National Merit winner.
Your ACT, although good, might not make the cutoff for tippy top rides.
Full rides at pretty campuses were pretty limited to the south and Midwest, even with NM status
If you get NM, full ride at Oklahoma. ½ tuition at USC.
Other options were:  full rides at UC Davis honors, UCLA honors full
U of Nebraska, Lincoln.
He didn’t have time to apply to a lot of schools.
Stanford, Harvard and MIT are not Merit based so you will pay some

              Some competitive UAlabama scholarships, like UFE, would probably bring the cost down, and you’d be at least eligible. Gotcha, that wasn’t made obvious in the OP, even with the mention of the internship. Sometimes it’s better to just write things explicitly instead of leaving it up to assumption. Only asked because of the many states with auto full-tuition and sometimes full-ride opportunities, but I don’t believe CA is one of them.
             
            
              
              
              
            
           
          
            
            
              @“aunt bea”  OU isn’t full ride, still full tuition plus, but they just raised “fees” and R&B so now it’s more than $1K over what we were told it would be for NM.               @3scoutsmom:  Wow!  Times are a-changing.  We were inundated with what they would pay for in 2014, full tuition, R&B, books and fees.   They kept emailing him; had a representative call him out of class! Although I have been commended, I probably won’t be a NM Semifinalist. And I wasn’t referring to generous FA policies of elite schools. I meant full ride scholarships that I am highly likely to obtain. I know UCLA offers a few full rides, but due to the enormous amount and high quality of the students, the chances of me getting one are extremely small.

              Are you familiar with SDSU’s Merit Scholars program? It isn’t a full ride, but, at least as of last year, most of the scholarships awarded cover tuition x 4 years. Plus, there are a ton of invaluable perks for the scholars. Your stats/hometown fit the criteria. http://arweb.sdsu.edu/es/merit-scholars/index.html
