Pretty lost, can someone just give me some advice?

The thing is, I'm one of those idiots that never care much for school, so I ended up graduating high school with something like a 2.4 gpa and 1800 sat(700 for math, 550 for reading and writing). I failed a year of English, so I didn't meet the basic requirement of 4 year English to apply for a California University, and ended up at a Community Colllege. My first year of community, I still didn't care, 2.7gpa, and 2 withdrawn classes. Pretty screwed up, right? Now I'm halfway through my second year and I'm starting to regret. So I'm thinking of spending another year, making it a total of 3 years at a community college, is that okay? I've heard there are maximum credits, so does that a limit, meaning I can't have 3 years? And should I take the SATs again? I remember being told it was important in HS and my parents made me take it, but no idea if colleges still look at it for transfers. I tried talking to my counselor, but he basically replied everything with a "depends where you want to go", and that's a bit of a problem too, because I don't know where. And how difficult is it for me to try to transfer to a school on the East Coast. Everything my school has information on are the colleges in California, as if staying in California is my only option.

Basically, I screwed up my high school and first year of community college, and need advice on what to do next. Any advice. And sorry for the big paragraph, it was worded pretty bad, I just wanted to give some detail of my situation.

If all your college credits are at a CC, generally it doesn’t make a difference how many units you have for the CSUs and UCs.

Neither the CSUs or UCs require a SAT, so don’t bother! (Very few CA privates require the SAT other than Stanford.)

You should be able to get into your local CSU with a 2.7 since they take the local transfers first. Some other CSUs would take you with a 2.7 but it depends on how impacted the major/college is. Many CSUs now post these transfer gpas by major so just do a web search for them. Try “gpa, transfer, impaction, CSUnamehere” as a search start.

West coast, mid west, east coast–doesn’t matter as long as you have a good enough gpa. Some may also require SAT scores. The thing to do is just start looking at the info online about transfer students for each college you are interested in to see if you are a fit with your statistics.

Since how many CC credits I have doesn’t matter that much, I will definitely take another year to try to boost my gpa then. Thanks a lot!
