So I've gotten a few emails about a Priority Application where my fee would be waived, and I'd get a better shot at scholarships or whatnot. Is it like an Early Action? And can I use priority admission for a college that didn't send me an email asking for it? I was looking at UMD - College Park (Maryland)

These applications are often for private schools with rolling admissions. If it’s a school where you want to go, it’s certainly a good deal. You save money and effort, and sometimes get a pretty quick decision. If it’s not a school that interests you, don’t waste their time or yours. It is not the same as Early Action.
Some publics, like UMD, have a priority registration date - same application and fees, but turned in earlier, with earlier notification and best consideration for scholarships.
