Priority Consideration for Duke?

Hi,

I am considering applying to Duke and the full-ride merit scholarship(s) it offers. I noticed it has a deadline for priority consideration, along with one for regular decision, and was wondering if I had to apply by the deadline for priority to be considered for the full-ride scholarship.
