Priority Deadline/ Post Priority- application decision confusion?

<p>When Penn state means "complete" application by 11/30 does that include everything including SAT + transcripts?</p>

<p>the online website says so, yet my counselor tells me i have a 2 week grace period since counselors and teachers have extra time.</p>

<p>can someone let me know? I've submitted my application by 11/30 online but my counselor didn't my materials until a week later. </p>

<p>will i still hear my decision by the end of this month?</p>

<p>also: there has not been a change in my status on mypennstate.
it is still "reviewing credentials"</p>

<p>My understanding is your application is fully submitted and complete when your MyPennState page says they have received all of the materials and are reviewing your application. </p>
