private sector school

Sorry if this is a dumb question.

Furman says on their website that it will match my Palmetto Fellows award if I am choosing between them and another "private sector school." Does this mean if I'm choosing between them and any private school, or are there certain specific schools which are "private sector"?

Palmetto Fellows:
$6,700 academic scholarships for residents of South Carolina based on annual guidelines, which are currently a 3.50 grade point average, 1200 SAT or 27 ACT, and rank in top 6 percent of the class. Eligible candidates apply through their high school guidance office in the fall of their senior year. Students cannot receive the Palmetto Fellows, South Carolina LIFE, and the Hope scholarships. Scholarship amounts may vary depending on decisions by the South Carolina Legislature.

If you are a Palmetto Fellows private institution winner who is choosing between Furman and another private sector school, Furman will match your Palmetto Fellows award up to $7,000 should you enroll at Furman. Matching funds include all institutional scholarships and grants. Palmetto Fellows recipients may also be eligible to receive a South Carolina Tuition Grant or other assistance.
