My original 1st choice CA college was USC. But USC rejected me, and I accepted UCLA's admission offer. UCLA was listed as my 3rd choice, with a Cal Grant A of $6000+

When I noticed the Cal Grant people that UCLA is now my first choice college, they changed my offer to a Cal Grant B of $1500+

So they dropped me from $6000 to $1500. They said this is the "best choice" for me. Also, I can appeal for a change from the B grant to and A grant, but if it turns out that I'm not eligible for the A grant, they can cancel my offer completely.

Any advice? Because my Cal Grant went down by $4500, will UCLA offer me extra University scholarships, because they are a state school? Or will the $4500 go to my loans instead?
