I'm having a trouble completing the reading and science sections on the ACT. While I can generally understand what I read, it simply takes to long for me to complete the questions (I'm a very slow reader). The math has never really been a problem for me and I rarely if ever get any of those questions incorrect. However, my inability to finish the science and reading sections really drags my composite score down. If anyone had a similar problem and found an effective solution to it please let me know (BTW I don't have much time because I'm taking the September ACT)

Dude, it’s all about practicing.
However, you have to practice under real conditions. That means you have to dedicate 3.5-4 hours to go through an entire test. This way you will be more prepared during the real test.
Also, your case might occur because you are getting tired through the end. This means you have to get your mental stamina up and keep moving even though your mind tells you to quit.

Special techniques for reading and science.
For reading, spend 2 max 3 minutes on the passage to have a general understanding. Don’t try to memorize every single detail. Then move on to the questions. Refer to the passage if you need it.

Science
For data representation and experiment passages, always go to the questions first. You dont have to understand all the passage says to answer the questions.
Conflicting viewpoints- in this passage where you have to answer 7 questions, always fully understand both arguments before attacking the questions.

What I also noticed is that, if the passage is about a topic I know more about or I enjoy, I do better at them. Probably that’s the case with you too.
Always try to like the passage and treat as if it were the most interesting thing you’d ever read. I know it’s hard but it works.
