problems with transcript requests, previous school is falling apart... advice anyone?

Alright, so I've got a bit of a predicament. I'm currently in my second year of college, and wanting to transfer. My first year I did a sort of alternative learning/study abroad program that was only a year long, but one of the most educational years of my life, then transfered to my current school, which I'm not happy with. The first school is having some sort of issues with the management and such... it sounds like the school is pretty much falling apart. I need to get my transcript sent to the colleges I'm applying to, but don't trust them to send it in any sort of a timely manor. At the beginning of this school year I put in a request to get my completed transcript sent to my current school for my financial aid, and they STILL haven't received an official copy... just a fax, that wasn't even correct. I've talked to them on the phone numerous times trying to get that original transcript sent, and now that I need more, I don't know what to do. I've called quite a few times recently to request the transcripts and figure out whats going on, but no one has answered the phone or called me back. I've also sent an email which hasn't been replied to.

I guess tomorrow I'll call the schools I'm applying to, explain the situation, and ask them what I should do. I'm just a bit worried and wondered if any one else has been in a situation like this or has any advice?

Do you know if your current school has a copy (even the faxed copy) of your transcript (from the other school) that they could send?

That's a very tough situation though...perhaps you could get in touch with your profs/program coordinator from last year and have them write letters to the adcom explaining your grade and performance in the class? I realize that would be a huge pain in the ass, but if you absolutely can't get a transcript sent, then you might want to try this?

those are both good ideas, thanks!
