PSAT Cutoff goes up, but does it ever come down?

<p>It seems to me that PSAT Cutoff usually increases a point every year or two and have only decreased for a couple states very rarely.
Does this mean that as years go on, they will generally rise until it becomes much harder to get qualified? Say, states with cutoff of 214 now will be 220 something in 2020? Is this really fair as in the past five years, the cutoff level has increased by 5 points in my state?
Is there any indication of when and whether they will drop for a particular year or will they just plateau at a certain level? </p>

<p>It came down two years ago in NJ, I believe, from a 223 to a 221.</p>

<p>Both ups and downs. NJ was down this year again, to 220.</p>

<p>Two years ago there was a general cross-the-board decrease as adjustments for the new SAT writing section were filtered into the NMSF cutoffs. I believe the average decrease was -2.</p>

<p>If you search, you’ll find cutoff histories for prior years and see that there really isn’t an appreciable upward trend.</p>
