PSAT Raw Score and Skipping Questions

For each skipped question you simply get no points, and for each incorrectly answered question you get no points as well as a 0.25 deduction from your raw score, right? [Except for the grid-ins on Math]

Also, CB rounds your raw score up if it is .5 or greater, correct?

So is there any difference between getting two questions wrong and skipping 2 questions? i.e. If you answered 38/40 correctly, if you skipped the other two your final score is a 38, and if you answered the other two incorrectly, your final score is a 37.5, which rounds up to a 38.

So what's the deal here, then.

there is no different between getting 2 questions wrong and skipping two questions

but there is a difference between getting 3 questions wrong (-3 3/4) and skipping 3 questions (-3)
