PSAT: Recommendation letter from NM if National Merit Commended student?

<p>Do National Merit COMMENDED students receive the opportunity to send out endorsement letters by the National Merit Scholarship Corp. to 2 colleges of their choice? Or is this only for semifinalists and finalists?</p>

<p>When do students usually receive this opportunity? A senior of mine has not received this opportunity, though he is a commended student</p>
