If one takes PSAT as a Sophomore (Oct 2008), and SAT in October of Junior year (say 4 Oct 2009), does it make any sense to take PSAT again in October (say 15/18 Oct2009) of Junior year?

Yes because taking the PSAT your junior year qualifies you for the national merit competition.

In order to qualify for the National Merit competition, you have to take the PSAT as a junior. Taking it as a sophomore, no matter what your score, will not qualify you for the NM program (i.e., to become either commended or a semifinalist/finalist). So by all means, take the PSAT as a junior.

yes…

I meant for an international student ie. one who is not looking at NM.

In this case the only benefit for taking the PSAT in your junior year is just to give you more practice.
