<p>I choose d because being passed sounds awkward - shouldn't it be "its passage"?</p>
<p>Also, is there an idiom rule for "write"? Do you use "of" in the past tense, and "about" in the present?</p>
<p>Is the answer “its”.</p>
<p>If it is, it would read:</p>
<p>“The opponents of the bill were few but influential enough to prevent it from being passed in the House.”</p>
