Accepted to PSU for Fall 2018 - My D and I live OOS, but her father has lived in state for the past 10 years. Can anyone tell me the requirements to get in state tuition in this situation? Has anyone been through this process yet?

“Generally speaking, a student needs to live in Pennsylvania for non-academic reasons for a year prior to enrollment to be considered a resident for tuition purposes…Note: An applicant’s residency is often set automatically based on the location of a student’s high school. If this no longer reflects your state of residency, you will need to submit a residency appeal.”
Once residency is set, it is set for all 4 years.
RECLASSIFICATION AS PENNSYLVANIA RESIDENT
A student requesting reclassification as a Pennsylvania resident for tuition purposes must demonstrate by clear and convincing evidence that his/her domicile is in Pennsylvania, and that his/her presence in Pennsylvania is not primarily for educational purposes. Each request shall be decided individually on the basis of all facts submitted by the petitioner. Accordingly, it is not possible to list a specific combination of factors or set of circumstances which, if met, would ensure reclassification for tuition purposes.
I found the above … so I think there is the chance to appeal - Was looking for direction as to if we should start the process now or when she has lived there permanently for 1 year…Right now she splits her time especially since she now drives. Extenuating circumstances - her dad was permanently disabled about 4 years ago in a work related injury and is only now able to open his home to her and to take on more of the financial responsibility.He has been a PA resident for 10+ years…we are not trying to pull anything over on anyone. Hoping that this will work out - Its been her dream school since 9th grade when she first visited it with her dad. She would have moved there then but the accident happened - such is life …always throwing us a curve ball. But WE ARE PENN STATE!!

No, living there “permanently” for a year will be solely for the purpose of her education, which is explicitly excluded as a reason to grant residency. Your rationale is on the basis of her father’s permanent domicile. So there’s no reason to wait. I’d write the letter now and provide supporting documents. In fact, her father should write the letter since he’s the resident and PA taxpayer.
