My main career interests lie in the realm of music (I got a BM in Composition and going to pursue a MA in American Studies and a PhD in Musicology) and my ideal goal is to work in academia and research institutions etc. Of course, I know I can't put all my eggs in that single basket, so I want to develop a solid Plan B in the event that I can't get a teaching job or something like that. Public Administration seems up my alley as far as interests (I want to work in the public sector anyway), maybe doing policy analysis, working for a school district (or in a state department, i don't know) or grant writing. Would an MPA or a Certificate in Public Administration be a good Plan B? How in demand are people with these degrees?

No, it would not be a good fallback. Most government institutions are not hiring with the current economy, and those that are hire medical and financial professionals who have a good deal of experience.
