Public Policy/IR PhD--What are my chances?

<p>I often comment on these sorts of threads as far as getting into MA programs, but I'm not so sure how I stack up for PhD programs given my unimpressive (relatively speaking) stats:</p>

<p>-3.3 undergrad GPA (International Affairs), 3.7 MA GPA (International Security)
-590V/630Q/6.0A GRE
-1 internship with a US Department of State
-Nothing published</p>

<p>My research interests are in security studies, more specifically civil/military relations and Europe/Russia/NATO. I'm looking at more policy-focused programs, and here are the ones that interest me thus far (will certainly be whittled down):</p>

<p>-FIU IR
-Maryland Policy Studies
-George Mason Public Policy
-Va Tech Planning/Globalization/Governance
-American SIS
-Rutgers Global Affairs
-Old Dominion International Studies
-Boston U IR
-Pitt GSPIA
-Catholic UoA Politics</p>
