<p>Rare (especially at top universities).
Very few full rides are given any longer (though there are a number of full tuition).
If you're NMF then many schools offer scholarships (Oklahoma - I know, Arizona, Arkansas - I think).</p>

<p>SUNY Binghamton wants OOS; I think the tuition/room/board for OOS full price is about $23,000, and they give merit aid to top students.</p>
