purchasing a car in the college state

if this question has already been answered I apologize.
One of my kids is living and in school in another state. She is interested in purchasing a used car. Her license to drive is from our home state. Her budget is limited since she will be funding this purchase out of her own savings. With her budget she will have to buy the car in the college state. With the cost of shipping it does not make any sense to buy the car in our home state.
She is looking to buy a car in Florida. I am assuming she would register the car in Florida and have to purchase Florida car insurance. Would she be able to register a car and get insurance in Florida with a Ca drivers license? She remains a Ca resident and files her taxes as a Ca resident.
Her plan is to keep the car for two yrs and sell it before she returns to Ca.
Her first assignment in this is to find out what Florida law is regarding car insurance.

We have bought several cars in other states - simply because we found the particular car we wanted in that state. One was a neighboring state; one was a state we visit often (several hours away). One was nowhere near us, but H bought online and flew to pick up car and drive home.

In each case, having the DL be from our state was immaterial. We called our current (in our home state) insurance company and arranged for insurance.

Are you saying she is a full-time college student? Because if she is living and working there (as well as in school), that may change things.

I do know that there are complications in some states. We tried to buy a car in California (again, not our home state, but we are there often) and simply could not do it. Dealer would have liked to sell it to us (for sure), but simply could not allow a car to leave the lot without California tags, which we did not want as non-California residents. We took his word for it that this was so, as he researched it diligently in the hopes of being able to make the sale. Why California was so different from the 3 other states where we’ve purchased cars… I don’t know.

She will be in school full time and possibly working part time. She is still considered a dependent and her permanent address is Ca.
The easiest option but not the cheapest would be to buy a car in Ca. Register it in Ca and add it to our family insurance policy. The car would be purchased to use in Florida. We have no intention of ever bringing the car to Ca. We are talking about a car in the 1500 to 2500 dollar range. She would use the car the two yrs she plans on being in Florida and sell it when she is ready to move. To ship a car from Ca to Florida is about 800 dollars so it is definitely not cost effective to buy a car in Ca. and ship it to Florida.
