I would classify it as a reach. From the data provided from the 2018 class, 1430 SAT is slightly below the 1460 average. The average GPA being a 3.8uw will be the biggest challenge, as the most important component in most admission decisions.
Obviously, half the class was admitted with metrics below the average, and your course rigor will help. But with a <30% acceptance rate, it should be considered a reach.

Don’t listen to @RichInPitt . Just because you are slightly below average doesn’t mean you wont get in. I got accepted in CS w/ 1440(770M and 670RW) and a similar UW. Do the best you can on the essays and hope for the best! I would says it’s probably a match for you. Boiler Up!
Are you in state?
Is it easier to get in if you are in state? OOS pays more but doesn’t pay state taxes.
