Purdue NPC showed 10K in gift / need aid for OOS student - Is this possible?

I ran the NPC for purdue and it shows 10K in gift/ need aid. We are OOS.
Should I take this figure seriously? Does anyone know if Purdue gives need aid to OOS students?
This would make the difference for us deciding on Purdue.
