My Quick Question is:

Would a school that requires two SAT II Subject tests, such as UPenn, allow an admit whose subject tests consist of Math I and Math II?

Thank you for your quick reply.

Um, you probably shouldn't risk it. I think when they say "two subject tests," they, by implication, mean tests in two different subjects. And you're applying to UPenn? Even if you squeak by technically, it probably won't help you. Schools of that caliber like to see some variety/breadth and don't look too favorably on Math I in the first place. :/ JMO.

Do you have some other tests you could take that wouldn't require too much prep?

I am asking for a friend who took both and got 800 / 770. It would be unfortunate for him if what you say is true.

Ouch. Would indeed. Although 800 in Math I (I'm assuming you listed MI/MII) is pretty impressive considering the curve. Anyway, I'm definitely not the final authority. A phone call to the admissions office might be a good idea.
