Qualifying for in-state tuition

I currently do not live in Texas. However, I'll be attending Blinn this Fall with the intention to transfer to A&M next year under the TAP program. If I lease an apartment for 12 months and do SOME part-time work (likely not for the full 12 months because I'll be returning to my home state during the summer/Christmas), what are the odds I'd qualify for in-state tuition upon entering A&M? By the way, I'll also be registering a car, registering to vote, etc., in the state of Texas ASAP.
