So I was glancing over my UC app and I realized that I marked all my honors courses as HL (honors level) even though I am out of state and these are not UC approved. I’ve taken 10 honors classes through the 4 years and 13 AP courses (which I marked appropriately as AP). Will the AOs know I made an honest mistake and account for it?

I also applied OOS, and the first thing that every applicant saw before filling out the SRAR was that out of state honors classes should be marked as regular weighting, but that you could write down the class as being honors, even though it won’t count for honors weighting.
If your lucky, the ADcom will realize its an honest mistake; if your not though, they might assume your trying to game the system and disregard your app.
I think you should be fine. UC Adcoms know that OOS Honors courses are not approved.
Yes, I think that they’ll know that I screwed it up because it’s pretty obvious that 10 courses have an incorrect categorization and it’s not possible for an OOS applicant to have honors weighting for non-APs. Either way, I’m going to email corrections to get it fixed.
If you have 13 AP courses, your UC weighted GPA will be capped at MAX anyway, so it’s a moot point whether you marked other honor classes as honor or not.
Yes, another good point. However, I think that UCB and UCLA take weighted uncapped GPA into account as well and I don’t want that to be higher than it really is. But yes, I have 7 APs between 10th and 11th grade and mostly As, so my capped GPA is pretty much maxed out.
