Question about ACT and scholarships

Our son has a GPA of 4.66, is currently number one in his senior class out of a class of 275 students. He got a 30 on the ACT. The college he wants to go to, Ohio State University last year stated that with a 30 on ACT and being validictorian, a person could have a free ride there.

This year, they have changed the requirements and you have to have a 32. My son recently saw that and was very upset. He now signed up to take the ACT in December. However, the final results of his ACT had/have to be in to OSU by December 1st in order to be considered for any merit scholarships.

Have any of you ever heard of instances where he could turn in another set of ACT scores and then be considered for different merit scholarships? Thanks!
