The western admissions person sent me a letter back in December saying that my test scores were kind of low. So I retook the ACT and improved my score. I finished all my applications and was wondering when I would receive a call or mail from West Point. Then I called him again and I found out that he has closed down my file back in December so nothing I did mattered now. My question is that aren't I suppose to receive a mail or something saying that I didn't get accepted or something?

We've heard from candidates who have received rejections, updated their files and eventually received an appointment. Keep updating your file.

And if it doesn't happen this year, you can improve your chances for next year by prepping for the ACT again and getting great grades in college. Also, you may want to consider taking the SAT. Some people perform better in 1 of the tests over the other.

Best of luck to you.

"Then I called him again and I found out that he has closed down my file back in December so nothing I did mattered now."

If you have really low scores your file can be closed, but you are normally notified if this happens. Did that first letter indicate that this was the case? What did the December letter say? Your file can be re-opened if your scores improve substantially, so it is worth sending in new scores if they have improved.

My new scores were 34 math 31 science 30 reading 25 english 24 writing. Rank 33 of 770ish with 7 AP's, 2 local college classes, and 3 honor classes

I asked the admissions officer why I failed to get in and he told me that my sports which was only Tae Kwon Do (3rd Degree Black Belt with 6 tournament experience total of 10 years) was limited, and my extra curricular activities (34d place in LA City writing contest, essay contest for a women's association, 250 hours of community service helping kids, 8 hours community service of teaching kids basics of tae kwon do, citizenship award and outstanding achievement award at Korean Institute of So Cal) was also limited. I also found out that I didn't pass the CFA and he told me this would hurt my application even more.(But I thought if you didn't pass sometimes they let you retake?)
But I have another question even if I reapply next year how much can i improve on the sports and extra curricular things? Because I applied for Marion Military Institute for their SAP program which is a program to prep students to transfer into a service academy. So by going to MMI does my chance improve?

for the LA writing contest it was 3rd and also I forgot that I was the president of the Medical Club for one year and cofounded the American Booster's Club and was the interclub rep

possibly. They do have some students every year who are not sponsored by an academy go through the SAP program and win appointments.
At MMI you will participate in athletics and PT. You will retake the SAT's and take "plebe year" classes. You will have plenty of leadership opportunities through the Corps. You will take Army ROTC and have opportunites for leadership labs.
If you go, participate fully, work hard on getting in shape and perform well academically then your file will improve tremendously. You need to re-apply and don't forget apply for nominations again through your US Senators and Representative.
