i was just wondering if campus village include any meal plans. is campus village more expensive. are freshman allowed to live there

Freshmen are allowed to live there and you can choose to have a meal plan if you want. I wouldn't reccomend living there as everyone I've talked to who lives there says it sucks.

why does campus village suck. i saw the floor plan for the room and it looks very nice

Campus Village is okay. There's one shared bathroom (with a single toilet and shower) shared between four people which might be annoying sometimes. There are two sinks though.
On the plus side, the living room helps increase the size of the place quite a bit, and there's also a kitchen if you like to cook. But Campus Village has been a LOT more difficult to make friends compared to living in the dorms for me.
Some annoyances I do have about this place is that the bedroom doors are VERY thin which means that a party in the living room could barely block out any noise from the bedrooms. Also, for the two rooms, there are no bedroom door locks, so you basically have to trust your possessions with three other roommates.
As far as price, it's roughly ~$1500/quarter, or maybe 1/2 the cost versus living in the dorms. But don't forget that you also get a meal plan with the dorms, and if you purchase it separately it'll be ~$700ish or so along with the inconvenience of walking a lot further to the dining halls.
Very few freshmen do live in CV (I'm guessing ~100 students) but I feel that you would still barely connect to the other freshmen. You're mostly relying on your classmates for friends and makes you feel somewhat like a commuter in terms of the friendships you make, as least in my opinion.
