<p>You can double major at Penn. It's very easy in the College.</p>
<p>But to do it at different schools you will need to dual degree, which means you'll have to pursue all the requirements in both schools.</p>
<p>There are options - there's the M and T program where you get two degrees with only 48 credit units. </p>
<p>Or you can get into one school, apply to the other in your freshman year, and take summer classes or graduate in 5 years.</p>
<p>Minors are a lot easier. Just take whatever classes are needed and you got it.</p>
<p>To answer your first question, yes, you can double major at Penn.</p>
<p>Second question. No. A double major is within one school. What you are talking about is dual-degree, which you would have to apply for once you're at Penn. It is very competitive to receive dual-degree status if you are shooting for Wharton (easier for the other schools I believe), so you may never be able to get that second degree from Wharton.</p>
