Tulane University has a personal application that says I can send it in and get my acceptance by 4 weeks. What if I send it in now for early action, and then in 4 weeks I get rejected? Could I still apply to NYU early decision?

Early action doesn't restrict you to that school if accepted, and you can apply to multiple schools early action (with the exception of Yale and Stanford). So yes, accepted or rejected, you can still apply to NYU.

^ Add Georgetown as an exception--applying EA requires you to forgo any ED applications, though you can still apply to other EA schools.

Ok thats awesome!

And BC - its restrictions are the same as Georgetown's.

Lol fine. I didn't know that about BC and Georgetown. So the list of non-multiple EA schools stands at :

Stanford
Yale
Boston College
Georgetown

ooh
don't worry I am not smart enough for those schools

^Georgetown and BC aren't SCEA like Yale and Stanford, are they? I thought you could apply to as many other EA schools as you wanted, just no ED schools.

^ Correct.
