Question about Early Action

UChicago's Early Action program isn't restrictive, right? Meaning that you could apply to other schools with similar non-binding early admissions?

yep (10 char)

It's even less restrictive than that. As far as Chicago is concerned, you can apply to other schools with binding early decision at the same time you apply EA to Chicago. The other schools' rules may or may not forbid it, though (some do, some don't).

Georgetown has the policy you attributed to Chicago: you can apply EA anywhere and still apply EA to Georgetown, but you can't be applying ED anywhere.
