Recently, about 2 months ago, I had a change in passion and started a new EC activity. However, I will only have 10 months before I apply to college, so won't that raise question about my "commitment" to the activity, despite the fact that I am genuinely interested in what I am pursuing and will definitely continue doing this activity in my college years. How can I show that I am committed, even if I have only been doing it for a year, through the essays, or by making an impact?

It seems to me this really shouldn’t be a question.
If you’re really passionate about this new EC, then you’re probably going to be making an impact anyway.
Write your essays about what matters to you and what will answer the prompt. Period. Again, if you’re passionate about this, it may very well end up being the subject of an essay. If not, don’t worry about it.
The whole point of following your passions is not trying to game the system, so do what you WANT to do, represent your activities truthfully and thoughtfully, highlighting what they say about your character and interests, and let it go. If the passion’s there, it’ll show.
