question about GPA

When UC's tabulate GPA I know that they only use a limited number of AP/honors classes to give extra GPA points to. However from some sources I hear that this limit is 8 courses (http://www.universityofcalifornia.edu/admissions/undergrad_adm/selecting/camp_profiles.html) and from some sources I hear that it is 8 semesters (http://www.universityofcalifornia.edu/educators/counselors/resources/askuc/answers/honors.html).
So when it says the average high school GPA of freshmen admitted to UCLA is 4.13 does that cap out at 8 courses or 8 semesters? (http://www.universityofcalifornia.edu/admissions/undergrad_adm/selecting/camp_profiles/camp_profiles_ucla.html)

It is confusing to me because it says "...University limits the number of such courses whose grades may be weighted to eight semesters." but then it says "In addition to the preliminary GPA used for establishing UC eligibility..." which makes me assume that the 8 semester limit is only for the UC eligibility GPA. Additionally, where it lists the average GPA's for each university it says "The average high school GPA listed for each campus is computed from 10th and 11th grade coursework, including up to eight honors courses." So I think for the averages it uses 8 courses or 16 semesters of weighted grades. I would appreciate if anyone could clear this up for me.
