Question about how colleges use ACT writing?

This question only applies to colleges that don’t typically superscore. If I had an ACT with writing test that has a lower composite than a previous no-writing test, would colleges take the ACT score with the higher composite and the writing score as proof of eptitude? Or would this be considered a form of superscoring?

If the college does not require the writing section (a large number), then the higher scores from the one without writing will be used. If a college requires writing, the issue you have is whether it will even use the one without writing if you submit another one with writing. Some do, some don’t, and, unfortunately, most do not tell you on their sites what they do in that situation, and thus to find out, you need to contact the college. You should also note that whether a college superscores ACTs does not determine the issue, because the fact that a college superscores does not, in and of itself, mean the college will actually use an ACT without writing when doing so if it requires writing.
