Is it possible to do a major in, say, bioengineering, which is part of the college of engineering, and do a minor in chemical engineering, which is part of the college of chemistry? And if not, how difficult would it be to switch between the two colleges?

I think you might be able to but check out the bioE website and chemE website yourself. These two majors belong to different colleges is not a problem at all. The problem is that all these engineering majors have a very packed schedule and you don't really have more time to take extra classes for another major unless you delay graduation or something. I know that there's a program to double major in chemE and mechE or something. It's not difficult to switch into college of chemistry but it might be more difficult to switch into college of engineering.
