I sent my midterm report in mid-February because I was trying to be proactive and get everything in before the deadline. A's are listed for all of my classes but for two of them there were barely any grades at that point and I had not taken any midterms. One wrote "based on one test" and another said "based on one problem set" next to the grades.

I took my midterms and still have A's in all my classes(and I finished one half-semester course with over 100%) but I just realized that the report isn't actually due by the deadline. Do most people wait until well after the deadline to submit the midterm reports?

Will I be looked down upon in admissions for sending it early without a sufficient number of grades? Should I have my professors sign another midterm report and send it in?

I would do the latter but my professors seemed pretty annoyed at having to fill out the report and for some of them I was sort of vague about what it was for as I didn't want to offend them. I sort of made it sound like it was a scholarship or something.

I was totally honest about it. Generally, professors just want you to succeed. Most of my professors have taught at many different schools and understood that a significant number of students try to transfer every year.

I’m actually in a similar situation. I got my form filled out in early March when I had straight A’s but not many grades. However, I still have straight A’s and significantly more grades.

Still, I’m definitely not going to to around to all my professors again and ask them to complete a new form. One time is awkward enough.

Admissions officers understand that midterm grades are often unofficial and based on only a few assignments. I doubt any will care that you sent in your midterm report a bit earlier than usual.
