Question about Nomination and Appointment

<p>My question: Can the appointment for a MOC vacancy come from outside the MOC's nominations if one or more of his candidates are found 3Qed, but the academy has a better qualified candidate from the national pile?</p>

<p>Nope, Federal Law requires the MOC's entire slate to reside within his or her district. However, if one of the MOC's slate of 10 proves unable to use the nomination for whatever reason, non 3Q, accepts an appointment to another SA, etc. a more viable candidate from within his district may be moved into that slot. Instances such as this do not normally displace the primary candidate but allow another nomination which is eligible for the national pool.</p>

<p>No. However, if one or more of the MOC's nominations are 3 Qed, one gets his/her nom, and the others are ranked and placed into the national pool where they may receive their appointment from various other sources.</p>
