I want to know what does it mean by discribing some statements as emotional plea and “familiar complaint” ?</p>

Emotional plea is basically like begging really emotionally.
Frank assessment means straightforward analysis. If you write about something and your very direct and exact this would be what it means.
A familiar complaint means the author has heard the complaint before or that it reminds him of something.
Rest I’m not really too sure.</p>
