Question about transfer

[At least one full year of transferable academic course work (8 courses) must be completed by the close of the spring term prior to the September of anticipated enrollment at Penn.]
[To be eligible to transfer, you must have at least one year and no more than two years of transferable post-secondary-school college credit.*]

what does this mean?
Does this mean that I must first finish freshman year and then can apply for transfer to junior while I'm studying in my current university in sophomore because I must finish one full academic course before applying transfer? or does this mean that if I get one full year transferable credit by the time when US college finishes it's term either fall or spring, i can apply for transfer?

So is the sequence
freshman year - must finish it
sohpomore year - studying in my current college while applying transfer to US university
junior - If I impressed US university, I get in
senior - Study in US university
this? or

is the sequence?
freshman year - Study in my current college for about half a year and apply transfer to US university
sohpomore year - Get into US college in sophomore
junior - Study in US university
senior - Study in US university

You’d start applying during your freshman year. The applications open up around late fall typically. You’d be enrolled in classes for fall semester of your freshman year while applying for transfer. You’d receive a decision back sometime during the spring semester of freshman year, and then transfer to the new school the following fall.

So, it would be the second of the two options you listed.

Really? are you sure?
then does this mean that I have maximum 2 chance to apply to US university because all US university do not accept student who studied more then 2 years in their current university?

What comfortablycurt says is correct. The earliest you can apply to Penn is during your Frosh year. If you don’t get admitted, you can try again during your Soph year.

And to your question about 2-chances to apply to a US university, this depends on the school.

Wow!! thank you very very very very much!!
I love you guys
