<p>I don't think it really matters because most public NY universities have the same admission rates for international and domestic students. The universities where the admission rates do differ significantly are universities with international name recognition, like Harvard, UC Berkeley or Texas A&M.</p>
<p>You need to take this question directly to an admissions officer at one of the public universities in NY. Some states grant undocumented students in-state status based on years of residence in that state and/or graduation from a high school in that state. Other states do not consider undocumented students to be in-state residents. If you are in NY, you need to find out what the specific rules are for you.</p>
