Question about waiving SHIP

<p>I forgot to waive SHIP in my fall Quarter, and I'm just making sure I CAN actually waive SHIP for Winter & Spring Quarters because when I go click the "Waive SHIP" link, I get directed to an online submission form saying I have 30 minutes to complete the transaction, and when I click "next" I see something like "You have no current transactions" and I can't go anywhere from there.
^What do they mean by a transaction? Do I have to submit paperwork (like proof of insurance) somewhere in order to proceed with the online form? Or am I facing this problem because it's not yet 12/01/11-12/20/11 Waiver period for Winter Quarter? </p>
