D hit submit on her common application on 11/14 for a school which has a deadline of 11/15 for scholarship consideration. She found out yesterday that the common app can take 2-3 days to go through to the college itself. Do most schools take the date of application as the date you "submitted" the common app, or the date it all actually gets through to the school?

She’ll be fine. Colleges all download the apps on their own schedules. As long as she hit submit by the deadline it will be considered on time. Good luck.

It’s based on when she hit the submit button.
