Question on Retakes (classes)

I was doing some GPA calculations the other day and realized that the only way to raise my GPA by any meaningful amount is to retake a couple of classes in which I did poorly. My question is this...

If I can raise my GPA by say .2 or .3 (maybe more) by retaking a couple of classes, like a philosophy class I took in a sprint term or an old business law class, will it make me a more competitive transfer applicant? I know that some schools will look at both the first and second time that you take the class to determine your GPA. Are all schools like this? Or would it be worth my while to do a couple of retakes and then possibly address why I did poorly the first time around in my communications with the school?
